POSITION
Horace Horn joined PowerSouth Energy in January of 2000 as Director of Government and Economic Affairs after retiring from USDA Rural Development. On June 1, 2003, Horn was promoted to Vice President of External Affairs. PowerSouth is an electric utility providing electricity through generation and transmission services to 20 member systems in central and south Alabama and northwest Florida. PowerSouth’s Vice-President of External Affairs is responsible for all government and public affairs, communications, advertising and public relations in Alabama, Florida, and Washington D.C.

 

BUSINESS
In August of 1993, Horn was appointed State Director of the Farmers Home Administration in Alabama. As a result of USDA’s reorganization, the Farmers Home Administration is now known as USDA Rural Development. For 15 years prior to his joining USDA, Horn was involved in Alabama’s poultry industry as owner of Southeastern Farms with operations in Crenshaw and Blount counties. He also served as President of Southeastern Structures, Inc., a commercial construction company, and as President of Southeastern Bio-Gro, Inc., a commercial cooperator with Auburn University and the Tennessee Valley Authority in pioneering research and development in organic lawn and garden products.

 

ORGANIZATIONS
Horn serves on the board of directors of the Tennessee Tombigbee Waterway Development Authority, Montgomery Committee of 100 Board of Control, Alabama World Trade Association, Coosa Alabama River Improvement Association, Warrior Tombigbee Waterway Association, Alabama Rural Rehabilitation Corporation, the Southeastern Federal Power Customers, Alabama Wildlife Federation Executive Committee, Business Council of Alabama, Alabama World Affairs Council, Alabama Department of Archives and History. Horn was appointed by Governor Robert Bentley to serve on the board of directors of the Alabama State Port Authority in 2014, of which he was also appointed and has served as the 4th Chairman of the Port Authority since October 2016. He is a Past Chairman of the Montgomery Area Chamber of Commerce, and is on the Board of Directors and Executive Committee. He serves on the advisory board of The Energy Council, headquarted in Ft. Worth, Texas, BBVA Compass Bank and the Business Executive Advisory Board for Troy University. He is a former member of the Board of Governors for the Capital City Club of Montgomery. He is a former member of the Montgomery Rotary Club Board of Directors and the Alabama 4-H Foundation Board of Directors. He is a Charter Life Member of the Auburn University Agricultural Alumni Association. Horn received the prestigious Paul Harris Fellow award from the Rotary International Foundation in 1998, 2003, 2004, 2005 and 2006. He has served as the President of the National Rural Rehabilitation Corporation and as Vice President of the Alabama Agribusiness Council.

 

PROFESSIONAL
Horn served as a member of the Advisory Council on Agriculture, Small Business, and Labor to the Federal Reserve Bank of Atlanta. In October 1994, Alan Greenspann, Chairman of the Federal Reserve System, Washington, D.C., invited Horn to brief the full Board of Governors on what effect Fed Policy has on production agriculture. He served two terms as President of the Alabama Poultry and Egg Association and served on the Board of Directors of the Alabama Feed and Grain Association, the United States Poultry and Egg Association, the Farm Credit Bank of Texas and was the first outside director of the Federal Land Bank Association of South Alabama. In 1996, he served as a member of the USDA Rural Development Executive Council and Chairman of the USDA Alabama Food and Agriculture Council. In 1993, the Alabama Council of Cooperatives selected Horn as the Cooperator of the Year, and in 1996, he was selected as alumnus of the year by Troy State University. He is a graduate of the Leadership Alabama Class XV.
