Charles Samuel McDowell, Jr., of Eufaula, Barbour County, was born October 17, 1871, at Eufaula; was the son of Charles S. and Maggie (McKay) McDowell; the grandson of James Patton and Elizabeth McDowell. Charles S McDowell, Sr., was born at Greeneville, Tenn., and when sixteen years of age entered the Confederate Army, serving till the close of the war, when he located at Eufaula. He was for a term Postmaster of that place.

Mr. McDowell was educated at a private school in Eufaula and the University of Alabama. He was a lawyer, having entered into practice October, 1897, at Eufaula; was President of the Alabama Bar Association, 1915-16; was Mayor of Eufaula, 1908-12, and elected to the State Senate, 1918, to represent the 14th District. He was Captain of the Eufaula Rifles, and served as Colonel on the staffs of Governors William Samford, William Jelks, and Charles Henderson.

He was a Democrat, was a delegate to the Democratic National Convention, Baltimore, 1912; was a Presbyterian, and had served as Moderator of the Synod of Alabama; Worshipful Master, Harmony Lodge, Masons; a Knights of Pythias, a Redman, Woodman of the World; a member of the D.K.E. fraternity, and a member of the Kiwanis Club. He was married October 15, 1902, at Eufaula, to Caroline, daughter of S. H. and Anna Dent, of Eufaula.
